Yea, that's what I meant when I said we could still access both quarters. I thought you meant a complete block always (sorry, bad interpretation on my part).

So it seems like were going to be fighting against the ministry in the second and third sets. So I'm guessing that we might not be getting anymore ministerial commendations since we won't be doing quests for them, just a though.

This is the number one complaint I've seen about WoC, that all the content was boring (meaning that WoC is over, did you even complete it? It's obviously not over).
To restate it one more time, this is part one of three. There is more to come, and that will probably have a lot more story driven parts to it.

HM Falken gives a lot of gold drops. Other than that the quests are pretty standard, not too creative imo.

It seems that the major complaint about WoC was a fix to the major complant about WiK. WiK was released in small bits, although it was painful to wait for each one, we had a sense of anticipation that lead to a false sense of gratification when completed just because we had to wait so long. Now that WoC is released in larger chapters we don't have that. Personally, I feel WoC is doing much better than the WiK structure was as a whole.
That being said, I would have been just as happy starting from the cleansing Rheas Crater quest onward. Plot wise, they could have just said we(the ministry of purity) have cleansed the greater KC/Shing Jea areas but are spread to thin for the outer lying areas, so we need your help.
Plus WoC is telling the origin story, and that can be boring. Now that the stage is set I expect the story and content to get better in later chapters.

It does indeed. It also gives a heck of a lot of XP.
I think that, even though health and energy are all the same for everyone who does the quest, armour is not. Warriors have it easiest in this quest.

I never said people had invalid opinions because they don't pay a subscription fee. What an absurd notion that would be. The only point I made was that people couldn't justify a victim mentality since the update they received cost them absolutely nothing. I just wanted to single out this sentence because it doesn't even make sense at all. What are you even saying? You say this as if the fact that you paid NOTHING for a service that was given to you isn't relevant to the discussion. Nice joke.
They absolutely created inferior work due to lack of a subscription fee. Are you kidding? If people were paying hand over fist every month just to play this game, I'm sure they would have more than 5 people working on it. Again, nice joke.

So I finished the initial quests in KC normal and hard... Initiate Zei Ri does not offer anything more? Do I need to wait or am I missing something? There are a bunch more to do?
I did do Cantha Courier Crisis (what a blast)
but i am not sure if this is the same storyline although wiki says it is part of the winds of change

They might have handled that quest transition a bit more directly, like having Zei Ri give a quest but the reward being given by the Seitung initiate, who then takes over as quest starter.
Putting a clue in the reward dialogue made me miss it. While doing these new quests I kept catching myself accepting the rewards without reading, a reflex created by years of playing without new quests and not reading anything anymore because I'd seen it all many times before.

Some players need to start reading the quest reward dialogue boxes instead of just clicking Accept straight away It does tell you when you need to go to Seitung Harbour, or back to Kaineng Centre, or Skyway....

A lot of people seem to be missing certain things or having trouble with certain quests. Honestly, I didn't know where to post this but here seems as good a place as any:

I'm in the process of trying to sum up the more interesting quests and throw some tips in the mix, but I'm lacking views. It strikes me as odd because of the amount of people struggling, yet not finding the help they want.
